Italy, vaccine news about the 2017/18 school year

The italian Ministry of Education, University and Research and the Ministry of Health issued a joint circular on 1 September with operational instructions relating to the school year 2017/2018 for the implementation of the law on vaccination prevention . The purpose of the circular is to facilitate families in fulfilling the vaccine obligations, which are at the center of the new legislation adopted for the protection of public health, and to promote a positive family-school relationship when the legislation is first implemented.

The note provides, with a view to the introduction of the lessons, clear indications on the documentation to be submitted (with a detailed description of the communications already provided with regard to how to apply for a vaccine appointment to its ASL); on the expected deadlines and their harmonization with the school timetable and with the actual start of the lessons; on access to school.

As far as the documents are concerned, the circular recalls that it is possible to provide the schools with: appropriate documentation proving the compulsory vaccination required by law on the basis of age; appropriate documentation proving the immunization following a natural illness; appropriate medical documentation proving the existence of the requirements for the omission or deferment of vaccinations; a copy of the formal request for vaccination to the ASL that is territorially competent (with regard to compulsory vaccinations not yet effected) in the manner specified by the same ASL for the reservation.

In particular, in order to facilitate families, for the school year 2017/2018, the vaccination request can also be made by telephone (provided that the phone call is positively received, with a fixed appointment) by sending an e-mail to the e-mail address Ordinary (PEO) or Certified (PEC) of one of the ASLs in the region or by submitting a receipt receipt. In all these cases, and only for the academic year 2017/2018, as an alternative to the submission of a copy of the formal vaccination request, you may self-certify that you have requested ASL to carry out vaccinations not yet administered.

Services and schools of childhood

Families with children attending child-care or childcare services (including non-partisan private) must submit the required documentation by September 11, 2017, as the deadline set by the Decree-Law (September 10, 2017) is a holiday.

Document submission is a requirement for access. Therefore, for the school year 2017/2018, as of 12 September 2017, children who have not been present by the parents / guardians / custodians will not be able to access the childcare and child care services the terms. The circular harmonizes deadlines with school calendars: In schools where lessons will begin after September 11, access will be granted to children whose parents / guardians / custodians have submitted the documentation by the date of the lessons commencement. In the case of self-certification, it is confirmed that the documentation proving the vaccination will be produced must be produced by March 10, 2018.

Always in the case of self-certification, the child will have access to the services, but by March 10, 2018 must receive the appropriate documentation for the compulsory vaccination. Otherwise the child will no longer be able to access the services. The circular specifies, however, that if the parent / guardian / guardian has not submitted the required documentation by 11 September 2017 or, in the case of a declaration of substitution, by 10 March 2018, the child is not in accordance with the vaccination and excluded from access to the services will remain registered with the childcare and childcare services and will be again admitted to the services after the submission of the required documentation. In any event, failure to submit the documentation within the deadline will be reported within the next 10 days to the territorial jurisdiction of the ASL which will initiate the procedure for the failure to perform the failure.

I and II cycle schools

For those enrolled in I and II school cycles or in regional vocational training centers, the documentation must be submitted by 31 October 2017 (or by 10 March for those who have produced a self-certification) and does not constitute a requirement for access to the school . Failure to submit documentation within the prescribed deadline will be reported within 10 days by the school principal or the head of the regional vocational training center to the territorial jurisdiction of the ASL, which will initiate the procedure for failure to perform the failure.
